What we do

SIS has completed civil work for the U.S. Army Corps of Engineers, the Metropolitan St. Louis Sewer District, USDA and GSA. Projects range from parking lot reconstruction at the Melvin Price Federal Building in East St. Louis to retaining walls and steel stairs on a remote Fort Leonard Wood training area.

We also self-perform carpentry: stick-frame buildings, drywall and foundations.

Services

  • Excavation and grading
  • Concrete foundations, slabs and flatwork
  • Parking lots and paving
  • Retaining walls
  • Site utilities and directional boring
  • Grade beams and step footings
  • Carpentry and framing
  • Demolition and removal

Federal sites

Site work on active federal property

Civil work on a federal site rarely happens on an empty lot. Parking lots serve working courthouses, utilities cross live roads, and footings go in next to buildings full of people and buried infrastructure. Good site work starts with locating what is already there and phasing so the facility keeps operating.

SIS's civil crews have rebuilt a training-area trail on steep terrain at Fort Leonard Wood, excavated for footings around buried vaults at USDA in Peoria, and improved the parking lot at the Melvin Price Federal Building and U.S. Courthouse in East St. Louis for GSA.

Scope

Civil and site scope we self-perform

Self-performing the core civil scope keeps schedule control with SIS and supports primes' limitations-on-subcontracting requirements on set-aside awards.

  • Excavation, grading and backfill
  • Concrete foundations, grade beams and slabs
  • Parking lots, paving and flatwork
  • Retaining walls and steps
  • Underground utilities and directional boring
  • Erosion and sediment control
  • Demolition and removal
  • Carpentry, framing and drywall

How we deliver it

How we approach a site project

  1. Step 1

    Locate and protect

Utility locates, existing-conditions surveys and protection plans before any excavation.

  2. Step 2

    Phase around operations

Parking, entrances and access routes are kept open in phases, with traffic control where needed.

  3. Step 3

    Build to specification

Compaction, concrete and paving are tested and documented against the project specifications.

  4. Step 4

    Restore and close out

Disturbed areas are restored, and as-builts record what was installed and where.

Frequently asked questions

Does SIS do paving and parking lot work for federal buildings?

Yes. GSA awarded SIS parking lot improvements at the Melvin Price Federal Building and U.S. Courthouse in East St. Louis in 2024.

Can SIS work in remote or rugged locations?

Yes. At Fort Leonard Wood, SIS built retaining walls and steel steps on steep, remote terrain with no cell service and finished with zero incidents.
