Capabilities · Flood control, levees & pump stations
Levee repair, pump stations and flood control for USACE.
We have delivered about $17 million in pump station upgrades for the Corps' Kansas City Levees Program, PL 84-99 levee repairs on the Illinois River and 80,000 tons of riprap for the Mississippi.

What we do
Flood-control work is SIS's largest line of federal business. For the U.S. Army Corps of Engineers' Kansas City District, we modified ten pump stations on the Armourdale and Central Industrial District levee units, with structural upgrades to resist flotation and new higher-capacity pumps and motors at several stations.
For the Rock Island District we supplied about 80,000 tons of riprap for Mississippi River Pool 22 and are performing PL 84-99 flood repairs for the Coal Creek Drainage and Levee District near Beardstown, Illinois.

How levee pump stations protect a city
When a river rises, the gates through a levee close to keep the river out. Rain that falls on the protected side still has to go somewhere, so pump stations lift interior drainage over or through the levee. If a station fails during a flood, the area behind the levee floods from the inside. That is why pump station reliability is as important as the levee itself.
Upgrades typically address three things: structural stability, including resistance to flotation when groundwater is high; pumping capacity, with new pumps and motors sized for current design flows; and electrical and controls reliability.
Past performance
The Kansas City Levees program
The Kansas City Levees program is a federal investment to improve about 17 miles of levees and floodwalls along the Kansas River protecting homes and businesses in Kansas City, Kansas and Missouri. SIS was awarded the program's second and third construction contracts, totaling about $17 million, to modify ten pump stations on the Armourdale and Central Industrial District levee units.
The work included structural, stability, process, mechanical and electrical modifications, with new higher-capacity pumps and motors at several stations.
Levee repairs
PL 84-99 rehabilitation and river work
Public Law 84-99 lets the Corps repair eligible flood-control works damaged by floods. In 2024 the Rock Island District awarded SIS PL 84-99 flood repairs for the Coal Creek Drainage and Levee District near Beardstown, Illinois. Read our guide to PL 84-99 repairs.
On the Mississippi, SIS supplied about 80,000 tons of riprap for Pool 22 under a 2021 service-disabled veteran-owned set-aside award from the Rock Island District.
How we deliver it
Working on flood protection that has to stay in service
- Step 1
Plan for high water
Construction sequences account for river stages, with contingency plans if a flood event arrives mid-project.
- Step 2
Keep protection available
Stations and closures are taken out of service in phases, with temporary pumping where required.
- Step 3
Build to Corps criteria
Structural, mechanical and electrical work follows the project's Corps design and specifications under three-phase quality control.
- Step 4
Test under load
Pumps, motors and controls are tested before stations return to service.

Frequently asked questions
Has SIS worked on USACE levee projects?
Yes. SIS has delivered pump station modifications for the Kansas City District's KC Levees Program and PL 84-99 flood repairs and riprap for the Rock Island District.
What is PL 84-99 work?
Public Law 84-99 lets the Corps repair eligible flood-control works damaged by floods. SIS has performed PL 84-99 repairs for the Coal Creek Drainage and Levee District in Illinois.
Why do levee pump stations need flotation resistance?
When groundwater rises during a flood, buoyant forces can lift a structure. Stability upgrades add weight or anchorage so stations stay in place and keep pumping.
Which Corps districts has SIS worked for on flood control?
SIS has performed flood-control work for the Kansas City and Rock Island districts, including the KC Levees pump stations, Coal Creek PL 84-99 repairs and Pool 22 riprap.
