Capabilities · Construction management
Construction management that keeps federal projects moving.
Our project staff manage schedules, submittals, quality control and the many parties every federal job involves.

What we do
Federal projects succeed or fail on coordination. On USDA's Building 8 HVAC replacement, SIS coordinated a structural engineer in Las Vegas, a geotechnical engineer, an abatement contractor and a steel erector through three footing redesigns and still delivered on time and on budget.
At Weldon Spring we ran interior equipment conversions in parallel with exterior utility work and coordinated tie-ins with the local gas utility, finishing four months early.

Our approach
Why coordination decides federal schedules
Most federal project delays do not start in the field. They start with a submittal that sat in review, a utility locate that was not scheduled, an unexpected condition nobody planned for, or a supplier who slipped a delivery date. Construction management is the discipline of seeing those problems early and closing them before they reach the critical path.
SIS runs standing coordination meetings with the agency, designers, utilities and fabricators, and keeps a live look-ahead schedule. On USDA's Building 8 project that rhythm absorbed an asbestos discovery and three footing redesigns without missing the lab's return-to-service date.
How we deliver it
How we keep a federal job on schedule
- Step 1
Baseline schedule
A resource-loaded schedule built with the people doing the work, reviewed with the agency at the preconstruction meeting.
- Step 2
Submittal control
A submittal register tied to procurement lead times, so long-lead items are approved and ordered first.
- Step 3
Three-phase QC
Preparatory, initial and follow-up inspections on each definable feature of work, documented daily.
- Step 4
Weekly look-ahead
Two- to three-week look-aheads, utility and inspection scheduling, and early warning on anything that threatens the date.

What is three-phase quality control?
Three-phase quality control is the inspection system used on USACE and many other federal projects: a preparatory inspection before work starts, an initial inspection when it begins, and follow-up inspections throughout, each documented.
